тю, блин! напугали ежика голой ж**ой! Да молчит "народ", потому что психология такая у большинства: не украл - значит дурак! Потому что привыкли сами тянуть где получится. Не все, но большинство. А те, кто сейчас национальный позор в разных странах - так они же тут же на нашем с вами поле выросли, психология та же, мещанская. Можете меня тут же ругать, вспоминая мою бюрократическую работу, но вот скажите - крадет в такой ситуации человек или нет: 1) государство не выделяет деньги на ремонт здания. В здании трещина, не работает отопление, балконы в аварийном состоянии, зданию больше 130 лет, ремонт был в.... 1956 году. 2) 85% рядовых служащих получает зарплату в размере 150 евро в месяц. Из этих 85% - половина в буквальном смысле пашет, т.к., по житейским меркам, придурки, которым интересно работать. Кроме "интересно" (ну, есть такие придурки,епрст), они еще вынуждены выходить в субботу работать или задерживаться до поздна, т.к. обычно все самое срочное (кабминовские контроли, например) появляются в 17-45. Время исполнения - на вчера. Но государство не выделяет денег ни на проезд служащих в транспорте, ни на развозку, ни на "молоко" за вредность. Премий нет, материальной помощи к отпуску нет, денег на надбавки тоже нет. Вопрос: что делать руководителю, чтобы люди не забили на работу при таком отношении государства и того же народа, учитывая, что каждое г**но народное показывает на них пальцем и говорит "у-уу, бюрократы хреновы, развелось вас тут, дармоеды,мля-яя!" ? Вот что делать, а? Приходится как бы нарушать закон. Государство не выделяет деньги на материально-техническое обеспечение, зато выделяет деньги (и много, а почему - хрен его знает!это тоже загадка - прогнозные показатели финансирования госпрограмм на развитие отрасли) на пару-тройку бюджетных программ, которые нах никому не сдались. И вот, балансируя на грани закона, приходится как бы пристраивать к этим темам служащих, чтобы они хоть в конце года получили по 1000 евро. Иначе и деньги ведь пропадут ("не освоили"! называется), и, понимаете, у каждого из этих обычных служащих есть тоже свои проблемы, оплаты в институте, болячки, смерти в семье, дети в садике и нет элементарной зарплаты на нормальную еду. Так вот скажите - по закону, если уж сильно-сильно копать, то - такой руководитель, который бюджетные деньги сумел раздать работающим людям, это вор. Вор или нет? Вот сажайте и кричите "он ворует у народа!". Ладно, больной вопрос это государство и отношения в нем.
Кста, мне не стыдно, если я голосовала за чела, а он оказался прохвостом. Это все равно как выйти замуж, поверив обещаниям. А потом развестись, потому что "больше хватит". Ведь никому ж не стыдно, правда? Так и тут. Просто потом некоторые замуж не хотят больше выходить. Ну, или голосовать за Презиков. Потому что потом хоть мысль греть будет, что за очередное чмо не проголосовала...тьфу-ты! замуж не пошла

Russians and Ukrainians are such strange and sad people .
They are  almost the most corrupt nation on earth -- only 9 countries out of 196 are worse , and all  they want to do is  drag others down to their level .
They live totally in denial and refuse to see that the Federation is falling apart .It seems that you just don't realise that nobody wants to march in or take anything in particular .You have nothing we want other than your Oil and Gas . All we have to do is keep quiet and wait . It is falling apart already .
But now with 23% of all of your population Muslim , change might come faster than you imagine in certain parts .
And all you worry about is an old Gangster Chief who you were not strong enough to put in prison for the rest of his life .

Kremlin not interested in pensioner Yuri Luzhkov's everyday life

Former Moscow Mayor Yuri Luzhkov, who failed to obtain residence permit in Latvia, promised to return to Russia to continue the struggle against his opponents. For some reason, Mr. Luzhkov decided to "clear his name" only after he visited Britain. Luzhkov shared his plans in an interview with The Financial Times, which was held in Austria's Salzburg.
In the middle of January, mass media exposed Mr. Luzhkov's plans to receive a residence permit in Latvia (a former Soviet republic in the Baltic region). It soon transpired that the former head of the Russian capital had already acquired real estate in the country and even invested quite an amount in the development of one of the local banks.

However, Luzhkov's plans went up in smoke after Latvia added the former Moscow mayor on the black list of those barred from entry to Latvia.

Afterwards, Yuri Luzhkov attempted to try his luck in Britain and asked for a visa at the British consulate. This immediately gave rise to rumors saying that the disgraced Moscow official could stay in Britain for good. The rumors seemed to be realistic especially after Russian news agencies said that an investigation conducted by the Audit Chamber revealed the embezzlement of 230 billion rubles ($440 million) from the Moscow budget during 2009-2010. It is worth mentioning here that one of the reasons that led to Luzhkov's dismissal was an extremely high level of corruption in the capital.

"The Audit Chamber of Russia found numerous financial violations totaling approximately 230 billion rubles," Sergei Stepashin, the head of the department stated.
According to auditors, the largest number of violations was found in the system of transport. For example, one kilometer of subway construction costs the Moscow budget up to 6.9 billion rubles, whereas one kilometer of highway - 4.8 billion rubles.

The spending on maintaining Moscow officials (office rent, telephone communication, duty vehicles, etc) was overstated as well, the investigation revealed. Moscow officials would steal on trifles too. Just try to imagine: up to 30,000 rubles ($1,000) were spent on stationary expenses for each Moscow official annually.

The results of the financial audit will be handed over to the Investigation Committee. No one knows, though, whether it is going to lead to any consequences for Mr. Luzhkov and officials from his team.

During the interview with The Financial Times, Luzhkov said that the above-mentioned events were entirely based on a political motive. The opponents, the former mayor stated, were simply harassing him politically.

"If this amount of money was truly missing it would have been easy to spot. This is nothing but an attempt at political bullying. They are trying to stun the public with such wild numbers," he told the newspaper.

"I will stay in Moscow and fight for my honor and name," he added.

A high-ranking Kremlin official told Interfax that the Russian authorities were "not interested in the activities and everyday life of pensioner Yuri Luzhkov."

"Judging upon Mr. Luzhkov's persistent efforts to obtain visas to European countries, one shall assume that the former mayor of Moscow has extensive plans to study the cultural legacy of those countries. Many Russian pensioners can only envy the opportunities which the former mayor has," the source who wished to remain anonymous said.
